The municipality of Utrecht reprimanded a childcare center in the neighborhood of Lunetten because of a striptease with whipped cream that happened in the facility during daycare hours. The incident was reported to the Childcare Inspectorate in February, NU.nl reports. 

According to the municipality, the striptease happened in the hall of the building. A man wearing no shirt dance around an adult female employee while spraying whipped cream and licking it off. Exactly where the whipped cream was sprayed, is unclear. The incident was filmed.

The number of youth care institutions in the Netherlands is growing explosively. In 2014 the country counted 120 major institutions, including things like foster homes and group homes for young people, now there are around 3 thousand, according to newspaper Trouw. The Youth Care Inspectorate is struggling to keep up.

Forensic pathologist Frank van de Goot has doubts about the suicide of 14-year-old Luciano Ligthart in a closed youth care institution in Deelen last year. After investigating the boy's death, Van der Goot concluded that he either does not have all the information, or that suicide is unlikely, the Gelderlander reports.
