Housing corporations built 21,500 homes last year; Highest number since at least 2012
Housing corporations in the Netherlands built the highest number of new homes last year since at least 2012, the year Statistics Netherlands (CBS) began tracking this figure. Last year, they built 21,500 homes, 2,000 more than in 2024.
In 2025, housing corporations were responsible for slightly less than a third of all new homes built. Housing corporations focus primarily on building social housing rentals.
According to CBS chief economist Peter Hein van Mulligen, corporations’ construction output was limited for a long time. But due to the housing shortage, a large number of homes need to be built in the Netherlands. “Housing market policy has changed, and as a result, the climate has become much more favorable for housing corporations.”
A majority of newly built homes remain owner-occupied or in private rental. Of the over 69,000 homes completed in 2025, 47,000 were owner-occupied or private rental homes.
Housing corporations built the most new homes in Amsterdam at nearly 2,900. Utrecht, Haarlemmermeer, and Breda followed, where corporations delivered over 500 new homes each.
In the municipalities of Papendrecht, Leiderdorp, Krimpen aan den IJssel, and Doesburg, all new homes were built by housing corporations.
