New courses planned for citizens without university degrees to get into politics

A new initiative aims to help Dutch citizens without a higher vocational (hbo) or university (wo) degree participate in politics. Led by the organization Voor Democratie, the project supports political parties in including mbo-educated voters and potential candidates.

Mbo graduates are currently underrepresented in municipal councils and the Tweede Kamer, and their views are often overlooked in policy decisions, the organization reports.

“Every Dutch citizen should have an equal chance to take part in politics and influence party programs,” Voor Democratie said. “Political parties often create support networks for underrepresented groups, like women or LGBTQ+ people. A similar approach is missing for mbo graduates.”

The initiative provides parties with practical tools, such as a quickscan, tailored advice, and targeted interventions. These are designed to fit each party’s culture and resources while making a meaningful impact with limited funding.

By improving political access for the roughly 8 million voters without hbo or wo degrees, the project aims to create fairer opportunities for mbo graduates. It builds on previous research, including a study of mbo-inclusive parties and the experiences of politically active mbo graduates.
