Amsterdam guarantees social housing tenants can return after renovations, demolitions

Starting March 1, 2026, tenants of social housing in Amsterdam will have the right to return to their neighborhood after their homes are demolished or renovated, the city announced. The guarantee comes as part of new agreements between the municipality, housing corporations, and tenant representatives.

The city said the so-called “return guarantee” ensures that residents who wish to come back can do so, although certain conditions apply. Eligibility depends on factors such as current income and household composition. In some cases, tenants may need to move temporarily to another location before returning.

Alderman Zita Pels, responsible for housing, told the city council, “Residents are often attached and rooted in their neighborhood. Under certain conditions, the new return guarantee allows residents to return to their old neighborhood.

The agreements also improve tenant participation in renovation and sustainability projects. According to the municipality, “It is important to involve tenants in the sustainability of their homes. Therefore, the process of making rental homes more sustainable will involve additional participation. Residents will be better involved in this way.”

The framework agreements, known as “kaderafspraken,” set the rules for renewal and improvement of social housing. They are updated every five years.
