Construction to start on Amsterdam neighborhood: 1,100 homes, tallest residential tower

Everything is in place to start construction on Eleven Square, a new mixed-use urban district next to the Johan Cruijff ArenA in Amsterdam. The area will feature the Dutch capital’s largest residential tower at 145 meters tall, a total of 1,100 homes, and commercial space, developers AM and Ballast Nedam Development announced.

Eleven Square will have private sector rental apartments, student studios, owner-occupied homes, and commercial space, with space for restaurants, leisure facilities, sports facilities, flexible offices, a theater, and a hotel. The private sector rentals will have one to three bedrooms and private outdoor space and are intended for first-time tenants, young professionals, and small families. The district will be located directly next to AFAS Live and opposite the Johan Cruijff ArenA.

The Bouwinvest Residential Fund, an asset manager that invests in real estate mostly on behalf of the Dutch pension funds, recently acquired 933 homes in Eleven Square, rounding out the funding for this project to get off the ground. The pension fund bought 478 private sector rental apartments, 455 student studios, and 3,300 square meters of commercial space. According to AM, this is the largest new construction transaction in the history of the Dutch housing market, measured by the number of homes.

With funding secure, the environmental permit in place, and the city signing the transfer of land, everything is in place to start construction. Construction of the residential towers with 933 rental apartments and 187 owner-occupied apartments is expected to start in the second quarter of 2026. If all goes according to plan, this phase will be completed in 2029. The remaining components, including a theater, hotel, and office spaces, will follow,” AM said.

The development of Eleven Square will make a substantial contribution toward reducing Amsterdam’s housing shortage. Responsible alderman Seven van Weyenberg is “incredibly pleased” that construction can finally start. “It’s a breakthrough for the area, which is developing into a new residential neighborhood in Amsterdam.”
