Authorities probe past failures in widespread sexual extortion case

Authorities in eastern Netherlands are reviewing prior reports and complaints of sexual extortion against Borculo resident Mark S.,32, which had gone unaddressed by the police since 2020. Those earlier complaints did not result in charges. On Wednesday, the Groningen court heard that prosecutors are recommending 12 years in prison, along with compulsory psychiatric treatment at a TBS facility for him.

“The victims felt let down by the government, which added to their suffering and sense of injustice. This is being recognized and taken seriously,” the Public Prosecution Service said in a statement.

From 2020 to 2024, one victim reported sexual extortion four times and even handed over the suspect’s phone numbers to the police. In 2022, this prompted a so-called “stop conversation” at the suspect’s home, where S. received an official warning.

According to the victim’s lawyer, he then continued “relentlessly issuing horrific orders” under different aliases, with no one stepping in to protect the girl. “It is unimaginable that this was allowed to happen in our country,” the lawyer said on the first day of the trial last week.

After filing complaints, several victims received no updates for years, until late 2023, when the police opened an investigation into a hotel rape in Groningen. The inquiry traced back to Borculo, where S.’s laptops and phones were confiscated.

The women were finally informed once it emerged that S. was suspected of extorting dozens of victims. “I understand the victims’ frustration,” the prosecutor said, noting that the police had too few concrete clues that could have led them to S.

"Police in the eastern Netherlands region believe it is crucial to carefully examine the role of the force in this case, specifically, whether victims received the support they should have expected and if certain actions should have been handled differently," the Prosecution stated. The police intend to address these findings in further detail following the court’s verdict in the case against S.
