Government moves toward mandatory inspections to prevent barn fires

Farmers will be required to regularly inspect technical installations to help prevent barn fires. State Secretary of Agriculture Silvio Erkens said in a letter to parliament that he aims to introduce mandatory fire safety and electrical inspections “as soon as possible.”

Former minister Femke Wiersma of the BBB put the proposed legislation on electrical inspections on hold last year, awaiting further research into its feasibility. Erkens says he is taking implementation concerns into account and points to ongoing pilot projects. He is expected to make a final decision on the inspections this autumn.

In many cases of barn fires, investigators are unable to determine the cause afterward, as the buildings are often completely destroyed. Where a cause can be identified, electrical faults are most frequently found to be responsible.

Erkens previously initiated an awareness campaign in cooperation with sector organizations aimed at reducing barn fires. He kicked off the “Prevent Barn Fires” campaign at a dairy farm in Schipluiden.

The government is collaborating in the campaign with partners including the Dutch Fire Service (Brandweer Nederland), the Dutch Association of Insurers (Verbond van Verzekeraars), LTO Nederland, the Producers Organisation for Pig Farming (POV), and the NAJK.

Alongside the awareness campaign, authorities are developing potential additional measures, including mandatory electrical inspections and wider fire safety checks for livestock farms.

Studies indicate that the risks are not limited to aging electrical installations. Activities like welding, as well as agitating or pumping manure, can also release flammable gases, significantly increasing the risk of fire and explosions.

Tens of thousands of animals are killed annually in barn fires in the Netherlands. According to Brandweer Nederland, previous prevention efforts have not yet led to a meaningful decline in the number of incidents.
