Tata Steel investments offer unclear health benefits, environmental panel warns

Investments by Tata Steel in new production facilities are unlikely to significantly reduce harmful emissions in the surrounding area, according to a new report from the influential Commissie MER. The independent environmental advisory panel has given the steel producer additional “homework” to clarify the potential health benefits of its plans.

Previous research by the Dutch National Institute for Public Health and the Environment (RIVM) found that emissions from the steel plant in IJmuiden contribute to health risks for local residents.

The interim advice, submitted Tuesday to the province of Noord-Holland, examines a report Tata Steel filed assessing the environmental impact of Project Heracless. The project aims to replace a blast furnace and a cokes gas plant with new installations as part of a long-term transition toward sustainable steel production by 2030.

“The planned billion-euro investments in new installations yield hardly any reduction in concentrations of fine particulate matter and nitrogen dioxide in the area around the steel plant,” the panel said. “The full health benefit of the investments is unclear, because additional measures announced at the end of September were not included in the environmental analysis.”

These additional measures include steps such as installing coverings at raw material storage sites. Tata Steel signed a letter of intent with the province and the Ministry of Climate and Green Growth in late September to implement these measures, potentially supported by government subsidies of up to 2 billion euros. Negotiations on a final agreement between the government and the company are ongoing.

The Commissie MER is a legally established, independent body whose recommendations carry significant weight in governmental decisions on environmental permits. The Dutch Council of State frequently references its advice in legal rulings.
