Labor firm updates plan to manage recruitment of foreign workers ahead of elections

Otto Work Force, the Netherlands’ largest recruiter of foreign labor, released an updated version of its so-called “Delta Plan,” a structured strategy to manage labor migration and ensure proper treatment of migrant workers, as the country heads into a new election season.

According to FD, the plan proposes a skilled labor scheme allowing employers to recruit non-EU workers for sectors facing shortages, including healthcare and technical fields. Workers would enter under temporary permits of up to five years.

It also calls for stricter enforcement measures, including higher fines, closer inspections of housing for migrant employees, and a planned licensing requirement for employment agencies. Otto Work Force says these steps are meant to prevent abuses and protect international workers.

Officials presented the updated plan in The Hague, emphasizing that better regulation and organized recruitment are essential to addressing ongoing labor shortages.

The initiative builds on a similar plan launched more than 18 months ago during the now-defunct Schoof cabinet formation, highlighting that labor migration remains a major policy focus in the Netherlands.
