Academic articles free for all in Dutch gov't plan
Sander Dekker, the State Secretary for the Ministry of Education, Culture and Science, wants all Dutch scientific publications to be available online for free.

Dekker’s plan is to make about 60% of scientific articles available free online by 2016.
He believes that everyone should be allowed to access scientific publications via the Internet.
But many publishers are against his idea of making scientific publication online and available to everyone because they afraid of losing their income.
According to Dekker, research articles which have been funded by the public money should be available to the public free of charge.
