Prosecutors seek prison, psychiatric treatment for 21-year-old in sexual assault cases

The Dutch Public Prosecution Service (OM) on Monday demanded a four-year prison sentence and TBS for a 21-year-old man accused of multiple sexual assaults and rapes involving nine victims, including two minors. The alleged offenses took place between 2021 and 2024. The suspect denies all charges.

According to the OM, the man approached young women in public spaces such as streets, stations, shops, and public transport. He allegedly lured victims to restaurants or cinemas, then tricked them into isolated bathrooms, locked the doors, and forced sexual acts. Some victims were also threatened or asked for money. Multiple reports and testimonies indicate a consistent pattern, with one case supported by surveillance footage.

“The victims were mentally and physically unable to resist. The suspect crossed their boundaries in a severe manner. He violated their physical and psychological integrity and caused lifelong damage,” the prosecutor said. “The suspect denies the allegations, but his statements are not supported by the case file.”

Behavioral assessments identified ADHD, cognitive limitations, and threatened personality development with antisocial and narcissistic traits. Experts concluded he poses an above-average risk of reoffending, recommending prosecution under adult criminal law and TBS.

“Without treatment, the suspect presents a danger to others and could commit similar offenses again. A less stringent measure is not possible,” the prosecutor said.

The OM also requested a five-year contact ban with all victims, directly or indirectly. Additionally, the prosecution asked the court to enforce a previously suspended one-week sentence for offenses committed while the suspect was on probation.
