Spotta registers as second national mail carrier, challenges PostNL’s postal monopoly

Spotta, the largest national distributor of advertising flyers in the Netherlands, is expanding into addressed mail delivery, aiming to challenge PostNL’s longstanding position as the country’s sole nationwide postal carrier. This move comes amid ongoing debates over PostNL’s dominant role and proposed changes to the Dutch Post Act, FD reports.

Spotta officially registered this month with the Authority for Consumers and Markets (ACM). This mandatory registration under current law marks Spotta as the second nationwide postal service provider, alongside PostNL and several regional carriers.

Spotta Director Yme Pasma confirmed the company has formulated a multi-year plan that includes investing 20 million euros to develop addressed mail delivery services, focusing primarily on direct mail advertising. “By expanding into addressed mail, we aim to offer genuine competition to PostNL and innovate the postal landscape in the Netherlands,” Pasma said.

Currently, Spotta delivers weekly newspapers and unaddressed advertising flyers from supermarkets, drugstores, and other retailers to over four million households nationwide. Because this type of unaddressed printed matter falls outside the regulated postal market, Spotta’s existing operations have not competed directly with PostNL’s regulated services.

PostNL has aggressively defended its postal market dominance and has taken legal action against Spotta on three separate occasions, accusing the company of delivering addressed advertising flyers. However, Spotta prevailed each time, arguing that addressed flyers ordered via its website do not qualify as regulated letter mail under current law.

The legal victories and official registration come as political discussions intensify over the possible need to adjust the Post Act to address PostNL’s strong market position.

Industry analysts view Spotta’s move as a significant shift in the Dutch postal sector, potentially offering consumers and businesses more options for mail delivery services nationwide.

The development raises questions about how PostNL, currently the exclusive provider of letter mail, magazines, and other postal items throughout the Netherlands, will respond to this new competition. The ACM spokesperson confirmed the administrative registration process for Spotta is ongoing.

As of now, Spotta’s addressed mail services are expected to focus largely on advertising and direct mail products, with broader impacts on traditional postal delivery yet to be determined.
