Discount chain Action expands across Europe, posts €11.2 billion revenue in nine months

Discount retailer Action continued its rapid European expansion in the third quarter, opening its first stores in Romania and boosting its network to 3,139 locations across 14 countries.

The company added 221 stores in the first nine months of 2025 alone. Its Romanian debut came in September, followed by four additional stores, making Romania the 14th European country with Action stores.

Headquartered in Zwaagdijk, Noord-Holland, Action said it remains on track to open roughly 380 new stores in 2025, surpassing its original target of 370.

Revenue for the first nine months increased by more than 17 percent, reaching 11.2 billion euros. Growth was driven by new store openings and a rising customer base, despite declining consumer confidence in certain markets, particularly France.

Action CEO Hajir Hajji highlighted the company’s expanding reach: “So far this year, we have welcomed an average of 20.6 million customers per week in our stores, up from 20.2 million previously.”

The retailer also announced upcoming store openings later this month in Baarn and Lienden, which will bring the total number of Dutch locations to 421.
