Dutch government and Luxemburg consortium to invest €200 million in Groningen AI factory

Funding for an AI factory in Groningen has been secured. The Dutch government and regional authorities had previously committed 130 million euros to the facility, which will allow businesses and research institutions to explore artificial intelligence. A European supercomputing consortium in Luxembourg is also investing more than 70 million euros, it was announced on Friday.

The AI factory, which will house a supercomputer, is expected to begin operations in early 2027, though its exact location has not yet been announced. Its associated expertise center, located in Groningen’s Niemeyer building, could open by mid-next year. The center will bring AI specialists together to exchange knowledge and assist companies with their projects.

The AI factory will provide start-ups, researchers, businesses, the healthcare and education sectors, and government agencies with easy access to high-performance computing, supporting a wide range of AI projects.

The project also aims to reduce technological dependence on U.S. and Chinese platforms for the Netherlands and Europe. The Groningen facility will form part of a broader European network.

“This is a fantastic opportunity for the northern region,” Groningen Mayor Roelien Kamminga said. “We’re not just developing technology here; we’re creating solutions that enhance everyday life, from quicker healthcare diagnoses to smarter farming and improved public services.” Kamminga also helps coordinate the economic agenda of Nij Begun, the “earthquake funds” from which 60 million euros will be contributed.

Government ministries are contributing almost 70 million euros. “The AI factory will put Groningen on the global map,” said State Secretary Eddie van Marum. “The center will draw in talent and businesses while reinforcing our role in the European AI network.”
