Tuesday was Prinsjesdag, or Budget Day, in the Netherlands. In addition to the government presenting its budget and plans for the coming years, and the Dutch King giving a speech, part of the traditions surrounding this day is the fancy hats worn by female attendees.
According to newspaper AD, the tradition was started by former VVD parliamentarian Erica Terpstra who wanted to stand out in the 'gray mass' of suits and somber clothing in 1977. It's been continued every year since.
