Moerdijk orders escort agency to close over unprotected oral sex policy
The Moerdijk municipality has ordered the escort agency Deepest Secrets to close by June 13, after finding the company deliberately violated health regulations by requiring employees to perform oral sex without condoms, Omroep Brabant reported. The decision follows revelations from the investigative TV program BOOS by Tim Hofman, in which employees said they were forced to perform unprotected oral sex during long shifts.
Deepest Secrets received a permit from Moerdijk in April 2020. However, the municipality has now revoked this permit due to the company’s repeated breaches of hygiene standards set by the Dutch National Institute for Public Health and the Environment (RIVM), specifically related to condom use in oral sex.
A spokesperson for Moerdijk stated, “Oral sex without condoms violates hygiene policies and poses a danger to public health.” The municipality explained that the owner failed to disclose during the permit application that unprotected oral sex was routinely offered to clients. “Had this been made clear at the time, we would not have granted the permit,” the spokesperson added.
Owner Saskia expressed shock and frustration over the municipality’s decision. “It was really a blow. Not just for me, but also for my 25 employees. If I am forced to close and they lose their jobs, I fear they may end up working illegally,” she told Omroep Brabant. Saskia also questioned why the municipality had only recently raised the issue. “I have always been transparent. Our website clearly states we offer this service. I don’t understand why it is suddenly a problem now.”
Saskia’s lawyer defended the business’s practices, citing Article 3:9 of the General Municipal By-law (APV). He said, “The key issue is oral sex without condoms. According to the regulations, this service does not fall under prohibited activities. Voluntary, unprotected oral sex between adults is not illegal.” The lawyer argued that even if the municipality had known about the practice earlier, it should not have denied the permit.
The owner accused former employees of launching a smear campaign. Saskia stated, “The complaints to the municipality stem from personal conflicts with some workers. Now they want to destroy me, and that hurts a lot.” She told Omroep Brabant that employees had not lied about being required to perform oral sex without condoms, saying, “It has been clearly communicated from the start during recruitment. If you don’t want to do it, that’s fine, but then you should not work here.”
The municipality’s revocation of the permit will be reviewed by a court, which will decide whether Deepest Secrets may continue operating. If the company continues after June 13, it faces a penalty of 25,000 euros.
Together with her lawyer, Saskia plans to appeal the permit revocation. “I hope the municipality realizes this is a misunderstanding,” she told Omroep Brabant. If the appeal fails, she may change how the business operates. “I want this company to survive,” she added emotionally. “Otherwise, I will have to give up everything I have worked so hard to build.”
