More municipalities implementing policy against discrimination

More municipalities are adopting anti-discrimination policies, according to a new annual report released Wednesday by Movisie. The proportion of municipalities with such policies has grown from 33 percent in 2017 to 37 percent in 2025, the study shows.

Anti-discrimination policies are more common in large municipalities (58 percent) than in rural ones (23 percent). The research institute notes that this is worrying, as smaller municipalities tend to have fewer residents with migration or refugee backgrounds, resulting in smaller support networks and more persistent prejudices.

The main reasons cited for not having such policies are limited resources or low priority, while political or societal opposition is rarely seen as a hindrance. "Municipalities primarily face challenges in juggling their numerous duties with putting policies into practice."

Among municipalities with anti-discrimination policies, 78 percent prioritize prevention through education, training, or campaigns. Movisie points out that only 35 percent take active measures to address long-term discrimination, such as when families face harassment due to their background or gender identity. The research institute emphasizes that "these complex and damaging situations require a clear and decisive response."

Municipal anti-discrimination efforts primarily target racism and discrimination against LGBTIQA+ individuals in education, employment, and sports. Less attention is given to religious or age-based discrimination. Movisie also notes that online discrimination, as well as anti-Asian racism and antigypsyism affecting Roma and Sinti, are largely overlooked.

The research institute recommends that municipalities focus more on under-recognized forms of discrimination and strengthen efforts to tackle discrimination within their own organizations. Movisie also suggests that the national government could provide small municipalities with additional resources and support to help them develop effective policies.

A total of 212 municipalities participated in Movisie’s research.
