For over three hours on Monday, emergency number 1-1-2 was unreachable due to an outage at telecom company KPN. The cause of the outage is still under investigation, but it was definitely not a hack, according to Joost Farwerck of the KPN Board of Management. Minister Ferdinand Grapperhaus of Justice and Security summoned the company for an explanation on Tuesday, NOS reports.

The police invested hundreds of thousands of euros into a new 112 emergency app that, due to delays in launching it, has since become redundant. The main goal of the app, which was to be launched in the spring of 2017, was to send callers' locations directly to the emergency services without the caller having to give the address. That is now being done with other technology - Advanced Mobile Location, RTL Nieuws reports based on documents in its possession.

The Fivoor clinic in Den Dolder, from where dangerous psychiatric prisoner Peter M. escaped on Saturday, agreed with Minister Sander Dekker for Legal Protection that it will send in daily reports about everything that happened at the clinic for the next three months. The forensic psychiatric clinic also promised to immediately report anything out of the order happening, the Ministry of Justice and Security, which covers Legal Protection, confirmed to AD.

The Ministry for Legal Protection implemented a number of extra measures and stricter rules for psychiatric institutions that treat prisoners following the murder of Anne Faber, Minister Sander Dekker said in a letter to parliament. The 25-year-old woman was raped and killed by Michael P., who was being treated by such a clinic at the time for the last part of the prison sentence he received for raping two minor girls.

The Tweede Kamer, the lower house of Dutch parliament, wants Minister Ferdinand Grapperhaus of Justice and Security to create a legislative proposal to ban gay conversion therapy. Parliamentarians called such "cures"' for one's sexuality "indigestible" and "harmful", the Telegraaf reports.

This VVD proposal got support from a majority in the Kamer, including from the D66, GroenLinks, SP and PvdA. Christian parties CDA, ChristenUnie and SGP, and populists PVV and FvD voted against.

The Netherlands is implementing stricter laws around sex crimes, according to a new legislative proposal Minister Ferdinand Grapperhaus of Justice and Security announced. Under the new law you can be punished both if you know the other person did not want to have sex, and if you could have known that. When in doubt, the person initiating sexual acts has the duty to ask whether the other person is okay with what is happening, under the new law, NOS reports.

Minister Sander Dekker for Legal Protection called reports that psychiatric prisoners may be involved in the killing of a 72-year-old man in his Lelystad apartment "disturbing". 

The victim was found dead in his home on Sunday. The police believe he was killed somewhere during the weekend of April 19th to 21st. Two men aged 48 and 35 from Almere were arrested for involvement in his murder.

The police arrested a second suspect in connection with the death of a 72-year-old man in his Lelystad home. Like the first suspect arrested in this case, 35-year-old Michael B. was previously sentenced to institutionalized psychiatric treatment, the Telegraaf reports. 

72-year-old Gerrit Thomassen was found dead in his home on Rode Klif in Lelystad on Sunday. On Monday the police arrested 48-year-old Jan van K. on suspicion of involvement in Thomassen's death.

American preacher Steven Anderson will not be allowed into the Netherlands and the rest of the Schengen area, State Secretary Mark Harbers of Justice and Security said on Wednesday in response to parliamentary questions. According to Harbers, the government is "taking strong action against extremist speakers who, by spreading their beliefs, restrict the freedoms of others or even incite hatred or violence", NOS reports.

Children's Ombudsman Margrite Kalverboer wants the police to stop making underage suspects spend a night in jail for a minor offense. Minors who are arrested should not only be seen as a suspect, but also as a child, Kalverboer said in a new report, ANP reports.

"It is very drastic for children to be locked up in a cell, especially at night", the child advocate said. "If children are locked up, the police must be able to explain why."

Minister Sander Dakker for Legal Protection acknowledged in a parliamentary debate on Wednesday that he bears political responsibility for mistakes made in the treatment of Michael P., the man who raped and murdered 25-year-old Anne Faber from Utrecht in 2017. At the same time he asked parliament to trust him to also solve the problems. He survived the debate, NU.nl reports.

"I feel the responsibility in my every fiber", Dekker said. "One of my most important tasks is to protect society from people like Michael P."
