“Rape porn” websites fined €75,000 for not blocking minors

The Netherlands' Media Commission fined a commercial service 75 thousand euros for not blocking minors from two of its "rape porn" sites. An investigation in 2013 into various commercial media services operating from the Netherlands, revealed that this service took "not a single (technical) measure" to block minors from watching "explicit rape videos" on two websites. According to the commission, the videos contained content that "can seriously harm the physical, mental and moral development of persons under the age of 16." And by not blocking minors from the site, the service violated Article 4.6 of the Media Act. The commission initially fined the service 120 thousand euros, but lowered it to 76 thousand due to the company's financial position.
